  • As a member of client's Internet Freedom and Broadband Deployment Act of 2001 campaign team, coordinated production of study supporting deregulation of telecom markets, associated media outreach, and publicity event at National Press Club.
  • Developed and executed concept for a collection of essays by industry experts to mark the 5th anniversary of the 1996 Telecommunications Act. Authored introductory essay tying together the collection. Document was used to support client initiatives to gain legislative relief from long distance data restrictions (e.g., distributed at Senate and House hearings).
  • Authored papers on interLATA data relief for incumbent local exchange carriers; online privacy; intellectual property protection; and "access to theconsumer" (e.g., instant messaging, delivery of interactive television content, and wireless web "first screen").

Senior Consultant, Telecommunications Policy. Performed policy and technical research and analysis related to the U.S. telecommunications industry, primarily in the area of information infrastructure.
  • Assessed and evaluated policy and technical issues for the National Information Infrastructure (NII) Task Force of the President's National Security Telecommunications Advisory Committee (NSTAC). Produced two reports documenting NII Task Force activities and recommending government actions to ensure national security and emergency preparedness requirements are considered in the development of NII policy.
  • Successfully planned and coordinated four meetings of the NSTAC. Involved extensive coordination with high-level government officials and telecommunications industry executives. Duties included preparing comments for the President, Deputy Secretary of Defense, and National Security Advisor.

  • Implemented a contingency reporting/alternative routing strategy for a Navy satellite communications broadcast, ensuring reliable communications connectivity during a significant traffic increase associated with Desert Storm operations.
Telecommunications Officer. Managed a 24-hour telecommunications center providing secure telecommunications support to 15 commands worldwide. Developed ADP security policy.
  • Wrote original command ADP security policy and compiled data for four ADP security accreditation requests; command received first policy approval and accreditation from Inspector General.
